Industrial Department
The responsibility of the Industrial Division is to build secured and congenial environment by launching productive projects within the municipal council area and deliver a more efficient and effective service by upgrading infrastructure facilities.
Public Utilities Department
Reservation of theaters, reception halls and playgrounds on requests made by public and provision of public services to the satisfaction of the people by making available social welfare services are the objectives of this Department.
Library Service
The Library Service is maintained with the objective of catering to information needs of the citizens, improve their reading habit and inculcate artistic taste amongst our readers.
Rates Department
Allocating rates numbers (assessment tax) by valuing properties located within the municipality limits and fixing rates and maintaining all documents in respect of rates are the key functions of this department.
Mixed Income Department
Levying industrial taxes and trade taxes, issuing trade permits, charging fees for billboards, collecting lease rent from market complexes belonging to the Municipal Council and generally dealing with the income received by the MC are the main responsibilities of this department.
Health Department
The Health Department of the MC is responsible for addressing health related issues of residents and transient population, taking preventive measures to combat the spread of diseases, conducting maternity clinics and child nutrition clinics, conducting tests for the control and prevention of communicable and non-communicable diseases, detecting dengue patients within 24 hours and conducting dental clinics to ensure oral health of residents.
Firefighting and Lifesaving Department
One of the prime responsibilities of any local government authority is to protect lives and property of its tax paying residents. Established with that objective, the Firefighting and Lifesaving Department of the Kotte MC is in a state of readiness round the clock to provide its services to the municipal council area as well as its suburbs.
Planning Department
The services rendered by this Department include the approval of plans of buildings constructed within the MC limits, blocking out lands, joining blocked out lands, issuing certificates and documents required or buildings and dealing with unauthorized structures.
Veterinary Department
Contributing to the creation of a healthy and wholesome capital city by controlling the stray dog menace, preventing rabies through the registration of dogs, giving instructions on diseases spread by domestic animals, implementing provisions of the Butchers Ordinance and regular inspecting of all meat stalls are the major functions of this department.
Legal Department
Routine duties of the Legal Department are listed below,
- Appearing for the MC in court cases filed against the MC.
- Constituting legal action against external parties under the Municipal Council Ordinance, standard by laws MC and other incidental legislation and appearing for the MC in such cases.
- Appearing on behalf of the MC at the following legal entities and submitting reports thereto :
- Human Rights Commission
- Criminal Investigations Department
- Commission to Investigate Allegations of Bribery or Corruption
- Arbitration
- Committee on Public Petitions
- Other public sector institutions
- Provision of legal instructions required by other departments and divisions of MC.
- Obtaining and maintaining legal documents confirming entitlement of properties belonging to MC.
- Drafting agreements to enter into on behalf of the MC and addressing any problems thereof.
- Initiating legal action against unauthorized structures and enforcing powers vested in the MC for this purpose under the Urban Development Authority Act.
Services rendered by the Legal Department,
- The Legal Department is open for the tax paying public of the MC area from 8.30 am to 4.15 pm on weekdays.
- Clients who visit MC make inquiries regarding files referred for legal advice by departments and divisions of the MC can meet and seek instructions and information from the Legal Officer after 2.00 pm on weekdays.
- Making necessary arrangements to grant deeds to long-term residents of properties belonging to the MC.
- Providing information to the public under the Right to Information Act.
